Disciplinary Panel Members - London

Aidan O’Brien

Aidan is a practising Barrister based in central London. He also sits as an RFU Judicial Panel Chairman adjudicating on disciplinary issues and competition appeals. Aidan continues to play social rugby when time permits.

Bonike Erinle

Bonike is a Chairman of disciplinary hearings and joined the RFU's panel in 2014.
She is a self-employed barrister with over 10 years' rugby playing experience, and also sits on first instance and appeal cases for World Rugby, European Professional Club Rugby and Six Nations.

Dr Julian Morris

Dr Julian Morris sits as chairman at first instance and appeal levels for the RFU. He is also appointed to the European and 6-Nations panels. He played for 25 years across School, University and Forces Rugby.
He is a partner and regional operating partner for his firm and also sits as an Assistant Coroner (Inner London South).

Gareth Rees QC

Gareth played first class and county rugby in the 1980s. He sat on Middlesex Disciplinary panels for 10 years and has been an RFU Chairman since 2009.
He has been a barrister since 1981 and Queens Counsel since 2003

Jeremy Summers

Jeremy is a solicitor and partner in his firm has been a Chairman on the RFU National Panel since 2006.
He also sits as Judicial Officer for World Rugby and European Professional Club Rugby as well as being a member of the UK's National Anti-Doping Panel.
He played the game as a scrum half for over 25 years mainly for Moseley and the Hong Kong Football Club and is a Vice President of Birmingham Moseley.

Richard Whittam QC

Richard became a judicial officer in 2014.  He sits on both discipline and safeguarding hearings.
He has a lifelong interest in rugby and is an experienced regulatory and criminal lawyer.

Sir Peter Fraser

Sir Peter Fraser was made a member of the RFU Judicial Panel in 2013 and was appointed a High Court Judge in 2015.
He has sat as both a Panel Member and Chair in Anti-Drug cases, Disciplinary proceedings and also on Regulatory matters.
He was appointed to the Judicial Panel for World Rugby and the Six Nations in 2016 and played rugby from school age in Yorkshire, until retiring as a player when aged 30 at London Scottish.

Andrew Waugh QC

Andrew was called to the Bar in 1982 and has been a Queens Counsel since 1998 specialising in Intellectual Property law in London.   He played rugby to University level (at second row) and joined the RFU Judicial Panel in 2015.  

Becky Essex

Becky is an international rugby player who has 57 caps for England. She retired from playing after winning the World Cup in 2014. Becky became an RFU Disciplinary Panel member in 2015.

Ben Broster

Ben retired this season after 15 years playing in both the Premiership and the Top 14. He was also an RPA board member.

Dr Gary O’Driscoll

Gary is a Sports Physician and is currently the Medical Director at Arsenal Football Club.
Gary has previously been the Team Doctor to the Ireland Rugby Team from 2003 to 2009 and team Dr on two British Lions tours to New Zealand and South Africa.

Inigo Churchill

Inigo has over 40 years of playing experience and is currently involved at Wasps FC.
He also sits on the Competitions Committee and disciplinary panels for Middlesex.

Jane Bickerstaff QC

Jane is a Chairperson on the RFU Safeguarding Panels and a Member of the RFU Discipline Panels.
She is a member of the criminal bar and has been practising for 27 years. She both prosecutes and defends. She has particular experience in matters involving sexual offences and young or vulnerable witnesses.

Jim Sturman QC

Jim Sturman QC has been a Chairman on the RFU appeal tribunals since 2004 and is ranked in category of both The Legal 500 and Chambers Directories for sports law.

Leon Pickering

Leon is a barrister and played school and club rugby as a junior in Norfolk.

He sits on the RFU London and Safeguarding panels as well as for Surrey Discipline.

Mark Langley

Mark joined the panel in 2016. He played for Swansea in the late 80s and Saracens through the 90s. He was the London Welsh 1st team coach from 1997-2007 and is currently forwards coach at Old Albanians in National One.

Meg Gardiner

Meg qualified as a solicitor in 2010 and works in financial services regulation. She started playing rugby in 2007 whilst at university and represented Cambridge in two Varsity Matches. She now plays her rugby at level 3 of the women's game.

Michael Owen

Ex-Wales and British Lions captain, Michael works in the game as Director of Rugby at Haileybury in Hertfordshire. This gives him a good perspective on the importance of compliance with the laws of the game having played professionally for 10+ seasons and currently working at grassroots level.

Michael Short

Michael played Rugby Union for Heriot's Rugby in the Scottish Premiership and has played and coached International Touch Rugby for 11 years.
He joined the RFU Judicial Panel in 2016.

Michael Spencer QC

Michael has been a member of the Buckinghamshire RFU disciplinary panel for 15 years and was a society referee for 30 years in London and Buckinghamshire.
He is a practising Queen’s Counsel and is a member of Amersham and Chiltern RFC.

Mike Tutty

Michael has been refereeing for 25 years.
He has been refereeing on the RFU National Panel for 11 years with 6 years at the Championship.  He joined the Discipline Panel in 2016.

Nick Creal

Nick Creal joined the Hampshire CB Panel in 2013 & joined RFU panels in 2015.
He is currently playing for Romsey RFC and is rapidly approaching 600 games for the club.

Paula Carter

Paula Carter is a Magistrate and former referee.
She also chairs disciplinary panels in Surrey.

Peter Bracken

Peter is a former pro-player with Wasps, Bristol, Harlequins, Ireland and was a Barbarians representative.
He is now a professional scrum coach and RFU disciplinary panel member.

Rebecca Harris

Rebecca is an independent barrister specialising in regulatory law and professional discipline.
She has been a member of the RFU’s disciplinary panel since 2014 and a member of the RFU’s specialist safeguarding panel since its inception in 2016. 
Rebecca’s brother played the game professionally for over 10 years her three children are fanatical rugby-players.

Robert Horner

Robert is a retired solicitor, member of Sevenoaks RFC and Kent RFU. He was the RFU Disciplinary Officer from 2000-2003 and RFU President from 2003-2004.
He is former Chairman of Disciplinary Panels for RFU, Six Nations, ERC and World Rugby.

Roger King

Roger played club rugby for 26 years including for Moseley, Finchley and Exeter. He has been a Society Referee for over 20 years in Devon, Yorkshire and London. He is now a self-employed consultant and sit as a J.P.

Simon Wakefield

Simon has been a member of Rochford Hundred for nearly 40 years and secretary for the last 38 years. He has been part of the Essex Disciplinary team for 15 years initially as secretary and for the last 10 years as chairman. He also sits on RFU panels.
He retired from playing 5 years ago.

Richard Snowden

Richard has been a referee for over 37 years, reaching the RFU “A” List. 
He was also a mini and youth rugby coach at Crowborough RFC for over ten years.  He is a High Court Judge.

Tim Grey

Tim is a barrister specialising in Financial, Healthcare & Sports Regulation.
He has played amateur rugby in the front row for 30 years and has coached minis and youth rugby for 4 years.

Tim Ward QC

Tim Ward QC is a practising barrister and Joint Head of Monckton Chambers, London.
He was first appointed by the RFU to sit on disciplinary panels in 2013 and has particular expertise in competition law issues.

Tom Rees

Tom is a former player at Wasps and for England.
He is currently a medical student and training as a referee.

Laura Wakefield

Laura is a Student Union Adviser and Advocate at and deals with all aspects of student life including disciplinary and fitness to practice issues, academic appeals and welfare support.
She has been actively involved with the organisation of rugby at club level for over 30 years, is a member of the Essex CB Disciplinary Panel, the RFU Judiciary, and the RFU Safeguarding Panel.
Her main club is Runwell Wyverns, and she is also a member of Rochford Hundred.
