Disciplinary Panel Members - South West

Daniel White

Daniel has sits as a Judicial Officer for the RFU, 6 Nations and World Rugby on first instance and appellate hearings. He formerly played 1st XV rugby for Moseley, Stourbridge and Blackheath RFC.
He is a barrister at Citadel Chambers in Birmingham and practises in the areas of criminal and sports law.

Gareth Graham

After retiring from rugby in 2014 having worn a number 8 shirt for many years in a variety of colours, Gareth started sitting on RFU panels in the same year. More recently, he was appointed to chair RFU and Army RU panels, as well as to sit on 6 Nations’ panels and act to as a Rugby Europe/7’s Judicial Officer.
He is also a barrister in chambers at 3 Paper Buildings, practicing in the areas of Employment, Professional Discipline and Sports Law.

HHJ Euan Ambrose

Euan is a full-time Circuit Judge sitting in civil and criminal cases. 
He has been an RFU Judicial Officer since 2013 and an RFU Judicial Chairman since 2014.

Andy Hambleton

Andy previously played rugby for Bridgwater & Albion, Tor, Wells and Bournemouth University. 
He joined the RFU panel in 2014 and is a practising Dispute Resolution Solicitor. 

Chris Hoadley

Chris played for over 22 years at various levels, retiring due to injury. He's been a referee for 10 years, and is currently the Development Squad Manager for his society. He's also the 1st team coach for his local club.

David Lidbury

David is a member of the discipline panel.
He played rugby as an amateur for nearly 20 years and practices as a Barrister in the South West.

Derek Webster

Derek has been involved in rugby since the age of 7, playing for 30, onto refereeing, club administration and watching. He spent his working life in criminal and civil investigation, security, regulation and compliance within the Police, Government and Corporate environments.
He was appointed to the RFU Judiciary four years ago and serving on the Devon CB Discipline panel for three years.

Martin Picton

In addition to being a judge, now full and before that part time, for nearly 20 years, HHJ Martin Picton has also been involved with Old Bristolians RFC for the last 10 years and is currently responsible for running the Colts team.

John Doubleday

John played for Bristol from 1976-1991 and also for various representative sides including England and the Barbarians before retiring in 1991.
He has sat on the RFU disciplinary panel since 2005 and the World Rugby panel since 2008.

John Vale

John played rugby for Sutton & Epsom RFC and was then an active referee for over 30 years. He was President of and RFU Council Member for Surrey Rugby and served 5 years as a member of the RFU Board of Directors.
He was Chairman of the RFU Finance and Funding Committee and has been involved in Competition administration and regulation for over 20 years.

Lee Mears

Lee is a former rugby player for Bath, making 263 appearances for the club. He has 42 England caps and 4 for the British and Irish Lions.
He is now an Executive coach for the Preston Associates.

Mark Regan MBE

Mark is an ex-professional player for Bristol, Leeds and Bath Rugby and was capped for both England and the British and Irish Lions.
He joined the panel in March 2017.

Martin Player

Martin is Chairman of Discipline for Devon RFU.
He played and coached rugby at junior and senior levels and is now a volunteer with Devon RFU and the RFU. 

Michael Bamsey

Michael is an advanced coach and rugby educator for the RFU since 2010. He is responsible for all coach, referee and medical training for the Army rugby union.

Nick Dark

Nick is a lawyer in private practice and has been involved with rugby most of his life.
He is Secretary of the Dorset & Wilts. RFU, South West Disciplinary Panel member since 2010 and has also worked for the Six Nations and Pro 12.

Nicola Haywood

Nicola is a Deputy Chief Crown Prosecutor.
She formerly played No 8 for a number of years and had trials for England Students.

Nigel Gooding

Nigel is President of Wessex RFC, an active player and referee and is the South West Divisional Chair of the RFU Aspirational pathway which runs the SW Counties Under 18s & 20s.  This role also has oversight of the 4 South West professional academies which includes Exeter, Bath, Bristol and Gloucester.  Nigel is also the founder of Exeter Touch Rugby. 

Paul Stannett

Paul is a serving Army Officer, who has been involved in rugby for most of his life - playing within the Army up to Corps (County) level and at local civilian teams wherever he has served during career, as well as managing teams at a variety of levels.
He became an ARU Panel Member in 2009 and was appointed as the Army Rugby Union Chairman of Discipline in 2013. He was appointed to the RFU National Panel in 2015.

William Mousley QC

Bill is a criminal  barrister (Queen’s Counsel) and Recorder of the Crown Court. He played Rugby for England Universities, Ealing in the National Leagues and at County level before coaching (Level 3 qualified) until 2013 .
